if they are in a public place where there is no reasonable expectation of privacy then there isn’t anything wrong with watching them. If you are looking through their windows that is illegal.
sure you do!!!! It is illegal to use means to spy on people when they are in the privacy of their own home….if they are out in plain view in their yard….you can look…what is someone to do about that?

Well, if your just keeping an eye on them as your worried about them then thats perfectly legal. However , if your not and just spying out of nosiness ; if they were to find out they could press charges. Especially if your spying on them at night.
As long as you’re not on his property (i.e. you’re in your own house or out in the street), you’re fine. It’s considered a person’s own responsibility to cover his windows if he doesn’t want people seeing in. For instance, if your neighbor was walking around behind his open window naked and can be seen by others outside his property, he can be charged with indecent exposure.
