I understand that the the first number represents the magnification strength but at what distance? and I have a feeling the second number indicates the objective lense dia. in mm.

magnification strength is applicable at all distances.
3x for example makes everything in front of the binoculars appear 3 times closer. 9x makes it appear 9 times closer, regardless of distance. (focus and parrallax are seperate issues) most scopes have a minmum distance 10m or 25m to focus correctly.
You are correct. A 7×30 binocular will be a 7 power mangification with 30 milimeter objective lense. The distance does not matter…as magnification is magnification. So, the image of a 7x should appear to be 7 times closer than with the naked eye.
One thing though. Regardless of magnification and objective size, binoculars and rifles scopes also have varying “fields of view” that are not indicated on the body of the product. The field of view refers to the overall area that you can see when using the scope/binoculars. For example, I bought a 3x scope for one of my rifles that had a very limited field of view (could only see the target at 50 yards and nothing surrounding it). Field of view can also be important, as when you try to pull the scope or binoculars to your eye, if it has a small field of view, you will have a hard time aquiring the object you are trying to see.
