What type of binoculars to buy?

I would like to buy waterproof marine binoculars for a gift for someone with a boat, it's too confusing the different types & sizes. Do I get fixed focus? I want something sensibly priced too maybe up to $200 not $2000! Not sure what the sizes mean either, any advise would be great.
